The Republic of Angola is located in the West part of Southern Africa with a coast facing the Atlantic Ocean and boundaries with Namibia, Zambia, the Democratic Republic of the Congo and the Republic of Congo. Water And Wastewater Sector Structure
The water and sanitation service provision in Angola is mainly operated by the provincial public utilities. Public companies act as independent organizations, created usually with administrative, legal and budgetary autonomy. The 18 utilities are registered under the central regulatory agency the Regulatory Institute for Water and Energy Services (Instituto Regulador de Serviços de Energia e Água - IRSEA).
In terms of service provision, all the utilities are entitled to provide water supply and sanitation services.

The central regulatory authority for water and sanitation service provision in Angola is the Regulatory Institute for Water and Energy Services (IRSEA). It was created by a presidential decree in 2016 by expanding the scope of the old Regulatory institute for Energy services and addressing the challenges of provisioning more structured and efficient service provision. It is an autonomous public organization held under the auspices of the Ministry for Energy and Water.
For the water sector, the key activities of the organization include the regulation of the water and sanitation public services, with a particular focus on the economic and financial efficiency of the utilities and service operators. That focus is instrumentalized in their actions regarding the setting of Tariffs, Service quality Standards and regulations, and Conflict-settling mechanisms.
