Innovative Leadership: Engr. Taqsem A Khan and Dhaka WASA’s Remarkable Transformation

As the IWA World Water Congress unfolds in Toronto from August 11-15, 2024, one of the distinguished participants from Southeast Asia is Engr. Taqsem A Khan, the Managing Director and CEO of Dhaka Water Supply and Sewerage Authority (Dhaka WASA). Engr. Khan's participation in the joint IWA and NewIBNET Initiative highlights his commitment to enhancing water services through innovative practices and benchmarking. 

Dhaka WASA: Transforming Water Services in Dhaka 

Historical Context and Operations

Dhaka WASA was founded in 1963 under the WASA Ordinance No. XIX as an autonomous entity. Operating under the Ministry of Local Government, Rural Development, and Co-operatives of Bangladesh, Dhaka WASA is responsible for meeting the growing water and sanitation needs of Dhaka's residents. The organization's mission emphasizes good governance through the "Dhaka WASA Turnaround Program," excellence in customer service, increased reliance on surface water, corporate governance, transparency, accountability, and operational efficiency.

The Importance of Benchmarking for Dhaka WASA 

Dhaka WASA’s dedication to benchmarking began with a partnership with the World Bank’s Water and Sanitation Program (WSP) in 2010. This collaboration introduced Dhaka WASA to various Key Performance Indicators (KPIs) essential for measuring and improving performance. By adopting these KPIs, Dhaka WASA has achieved significant progress in governance and financial stability. Participation in the 2022 NewIBNET Data Drive for KPIs and Management Practices under the Learning at Kigali initiative earned Dhaka WASA recognition as one of the top utilities. In 2023, Dhaka WASA continued its streak of excellence, receiving the opportunity yet again, but this time under the "Data Pioneers in Water Utilities: Learning in Toronto Initiative".

Professional Journey and Achievements 

Engr. Taqsem A Khan has led Dhaka WASA since 2009, steering its transformation into a successful, eco-friendly, and customer-oriented utility. His leadership has resulted in significant milestones, such as tripling revenue, reducing non-revenue water (NRW) from 40% to 5% in designated areas, and achieving an impressive operating ratio of 0.66. His introduction of a paperless e-billing system has streamlined operations and achieved a 98% revenue collection rate. 

Strategic Leadership and Impact 

Engr. Khan has prioritized equitable water access, particularly for low-income communities, earning Dhaka WASA a reputation as a leading public utility in Southeast Asia. He is also a prominent figure in national and international media, advocating for water supply and sanitation issues. Engr. Khan regularly shares his extensive management expertise at professional seminars and workshops, contributing to the global water sector.

Beyond his professional achievements, Engr. Khan is deeply involved in environmental activism. He is a Founder Member of the Bangladesh Environment Movement (BAPA), reflecting his commitment to sustainable practices in water management.
